I think you will get someone who will exchange bitcoin/payoneer. But unfortunately there is minimum transaction amount is 50$ for payoneer. You can't make any transaction below $50. So you need adjust your requirements in order to exchange your fund.

Don't forget to use escrow if exchanger isn't trusted enough.
