I believe you need to be seeding a torrent that someone is willing to pay tokens to download faster.  I think until this becomes more widespread, the chances of earning or spending tokens will be small.  This article explains it pretty well:  https://torrentfreak.com/utorrent-now-includes-tokenized-bittorrent-speed-190709/
