Those are obsolete now and will be removed, theey were meant to help with mining the first 10000 blocks which were PoW to help bootstrap staking... but working with another user we managed to whittle down the PoW blocks to less that 250 in total. So @ 5 TALK per block, we only added less that 1250 coins in order  to get PoS reliably working. I consider this a massive success
