So you are going to be a third party buying a ticket in a physical store, I don't think I will go for that it's not about the store that you are going to set up only for but for all the store that offer similar service, buying a lottery ticket is a personal matter for me, it should be private and no one should know the name of who purchased the winning ticket, for security and privacy reason.

The lottery is very popular here in our country, and whenever somebody hits a jackpot people are asking the region of the winner, the winner's life will be at risk and besides he might know how to handle such huge amount making him vulnerable.
