Are college students actually taking any of these courses? Considering that it's not a prerequisite to their degrees and also they are adding much more cost to their tuition fees by just adding another optional subject to their expenses. If they do want to promote a blockchain related program in their college I think the option of offering a full course for free is a great option for them and the students especially if that course would only cover a small subject I don't think it would be the university's loss by giving it away for free. But that's just wishful thinking and I know universities like what's mentioned in the OP are strict on matters like this and they are just offering these courses just to say they are "involved" in cryptocurrencies.
