Let's include the US in the change this time.
This was already tried, its the
Decimal time. It didn't catch on.
in the French decimal time system there were 100,000 decimal seconds in the day, so the decimal second was shorter than its counterpart.
No bonus seconds, just smaller seconds

However people mentioning computers should know that internally they do have a
Metric time, so changing that into "anything" else is rather simple.
What about those devices who aren't connected to internet? Can image how much time It'll take to update them manually?
Just sync at 000 (ie. 12am).
