One of the reasons that Bitcoin and Ethereum's prices are not growing is the so many ICO and IEO in the market,we all know that Bitcoin and Ethereum are two of the coins being used to purchase their coin, the developers of these ICO and IEO after getting funded are quick to sell their coin, pushing the price of the market to go down.
If there are no new ICO and IEO in the market I think the price of Bitcoin and Ethereum will stabilize and increase.

Not really. The number of new ICO are lower than the in 2017 while Bitcoin and Ethereum were having a bull run. Though it can be argued that large number of ICOs was one of the reason for a long bear market, at the moment there are no effective data to show that the price of bitcoin and ethereum is being harmed by the ICOs and IEOs.
