I understand that there are some people who are cheating the bounty program, and probably, having to use the KYC to negate all of it is great and understandable. Especially, those who are willing to go through the process to get the reward.

I also checked the google drive. I think not every bounty hunter was cheated on because of your evidence but in this CASE I don't think it's necessary and it doesn't help the concerned because they have been neglected or haven't been given a chance to submit their KYC because of your failure to notify. See the quote below.

For the case of this topic creator, we also tried to support him and we are so sorry for this inconvenient when can not notify all users sooner.

My main concern with the actions of CoinHe is the part where I don't agree. They should be given a chance to submit their KYC if you acknowledge that you weren't able to notify the bounty hunters. See the bolded text. If you knew that you weren't able to notify earlier, have an adjustment for them.
