Good point, seems those 2 miners are producing 100% of the hash 70% & 30% respectively and since the May BIP65 release neither accepted pending BIP65 refund Tx issued from before the May BIP65 release until a 3rd much smaller miner at uccEtDDsFiUvm9SJRL6MBWh9QvZ5zD9zgh came along in July and validated all 3 pending BIP65 Tx.
