They are silent because they are afraid that you will block them immediately or even that you will do something wrong with their account . Take their savings or something..
But you claim everyone is getting blocked without reason anyway. So they would have nothing to be afraid of, if they are already blocked.
Your logic does not compute, either of those statements has to be wrong, if not indeed both.
