What a situation!
I understand that you want the card to work without a pin and without internet? Try to take less than 20 of diesel. Do the trick!
The card already works without internet, like any other normal visa/mastercard card. The only moment when you need internet is if you want to check payments or request a new pin number, or top up with fresh money.
