One of such factor is the level of anonymity offered by cryptocurrency. If someone cons the investors and vanish, then it becomes really hard to trace that particular individual. It takes a lot of time and resources to identify the person and then even more resources to file a lawsuit against him.
The other factors include the lack of experience of the investors, lack of clarity of the legal status of Bitcoin.etc. Since Bitcoin is not legal in a large number of countries, the victims are very unlikely to complain to the cops. And this encourages the scammers to repeat their tricks. Even if someone is caught, the existing laws may not offer enough clarity in terms of the quantum of punishment and other parameters.
