Did you not read any of the comments already posted?  The collateral needs to be worth 120% of the amount you wish to borrow.  You're only offering 1.6%.  Each dogecoin is worth about 24 satoshis, you would need to provide 150000 doge to cover the collateral for 0.03 BTC loan.  If you don't have the collateral I suggest you lock this thread before someone labels you as a scammer (which is what this is starting to look like.)
