That decision is left to the developers because every growth of altcoin depends on each and every one of them and how their attitude towards the project they have been created, you know when you are being giving money as a gift, you cannot manage it as much as you would manage the money that you worked for, and I think that is what is affecting these projects.

Maybe because they go those fund on a platter of gold, because if they had gone through IPO, the kind of money that they do demand for  would not have been met even in 5 year’s time, but ICO gave it to them just within few months, while the bounty hunters whom they have even refunded to pay are the ones that are doing more of the campaign, now the lapse is there, they are not getting new investor because many of them are not promoting the project, so I think altcoin season may still be far from us now.
