I thought this idea was a good one, but it's obvious it doesn't stop trolls and idiots from shitting up the forums.
Want a real way to solve the issue? Make people pay to play, or find a way to verify that people are actually using or involved with bitcoins.

Right now it just takes time/effort to get around the restrictions. If anything the trolls have proven that they have nothing bit time on their hands, probably more so than actual people. A small BTC fee (maybe just a few bitcents) would keep out people who aren't using bitcoins, or at least make the trolls download the client and get some coins. Maybe a few will get interested for real when they do
