No, I don't think people will jump into ICO or exchange software development (i don't even know what that means :/ ). As soon as they see the price of bitcoin increasing, they will start investing more in bitcoin because of the fear of losing potential profit. This will also cause the price of altcoins to drop temporarily as people will dump their altcoins to invest on bitcoin. The price of altcoins will also eventually start to increase as people will buy back their altcoin this time at lower price.
