many of the bounty hunters already know the consequences. whether they're stubborn or immune, so it's likely they already know which ones actually pay and which ones don't,or they just gamble on their own luck. What should be worried about is not about the prize but the misuse of personal data for criminal acts. for an ex; ID card,passport, where used for KYC verification. so beware!
