They have arrested 16 people who were involved in the following operation. I'm not sure how the law is right now since this article is dated April 25, 2018, which may or may not be updated but it is illegal according to that. It is summarized that, people who live locally cannot bet on the website. They may have a license but not to the point where local people can.

It would be cool if someone were to create gambling online where it accepts Bitcoin. The people who owns that website might not be aware of that right now that you could use Bitcoin as the currency. They might be the first online cockfighting website that accepts it.
