All coins, that originally deviated from Bitcoin should be able to implement atomic swaps and thus PND too.
Yes Atomic-swaps are a popular way for a DEX to function while letting you hold your own funds / keys. Good input and information, we always appreciate the communities valuable input. The Pandacoin development team has slowly been working on implementing safe and sound features / capabilities from other projects that make good sense long term. We have most everything in place for supporting Atomic swaps already, I recently have been testing our Pandacoin multisig and op_return functionality and everything is looking good to me.
