Perhaps having 90% of whatever arbitrary percentage of their posts on the first two pages of a thread? Your existing criteria would generate way too many spammers who pick a megathread in Gambling/Altcoin/Bitcoin Discussion, pick a random post to reply to and basically repeat the same points.

This is a tricky one. I experimented with this for a while and here is what I ended up excluding:

Necrobumps. If a thread was bumped 120+ days after the last post and has not earned merits since - all posts starting with the necrobump are excluded from consideration.
Megathreads. If a thread has 200 consecutive posts without merits (10 pages) - all posts starting from post 41 of that sequence to the end of the thread are excluded from consideration. This is somewhat similar to DarkStar_'s suggestion as it allows the first two pages of a spam thread to be counted.

This algorithm is not perfect by any means (mainly because it contradicts itself by checking if threads earned merits even though the ultimate goal is to find unmerited/undermerited users) but it reduced the data set to the size that I can review manually so that's fine for now.
