Because token already bear a utilitarian value since DTube has been a live project for 2 years now.

We are not in mainnet until end of Q4, but this doesn't mean you can't use the token to promote content, vote or tag people.
Before, only Steemians, users from Steem could create a DTube account.

From now on, it's open to everyone.
Yet, you can still use DTube without being logged in if you wish, or wait for mainnet to create an account.
