It has to think also that the Philippines government will listen to China's words towards their fellow citizens but not in a way that they could take control over their guys in the Philippines. It is the government call and to evaluate how these gambling operations run legally or illegally. I know and I believe that President Duterte doesn't tolerate any illegal actions that the people within his jurisdiction will do, either it will be a Filipino citizen or coming from the foreign country.
If it's illegal the government will make an action to that, but if not, it will continue to operate and even increase the number of gambling operators in the Philippines. Though gambling is viewed as a bad source of income from some people but we have to admit that we cannot deny this big income the POGO has bring to the Philippine government, we need to take this as an opportunity.

China and Philippines has a good relationship now, but to take away a big income which is billions of pesos, I think the Philippines would not listen to them.
The relationship does not mean that the philippines will always follow, they need to listen to each other and understands the each country's needs and wants.
