You just have to browse to the main page (https://keyserver.ubuntu.com) and search for the signing key.
or complete the url by adding &fingerprint=on&op=index = https://keyserver.ubuntu.com/pks/lookup?search=goatpig&fingerprint=on&op=index
Where did you get that URL, BTW?
