To reach out to more audience Utrum shall publish all the latest information about the project in all the official channels like Telegram, Reddit, Twitter etc that will reach out to huge audience.
Well, I don't think it will be a great way to earn more audiences if they just spread the information without managing it. Most of the projects mainly push their news in twitter, facebook, and the medium because investor mainly use them daily.
They could've have promote through ads. But usually ads are mostly ignored if it is low quality or uninteresting. If they can make ads worth a person's time and select the proper target then it is their win, else it would be a waste.
