The article cites that a surge in low-level use cases: prostitution, drug sales, child pornography trades have all surged which was the inspiration for CipherTrace's Scout app. Apparently the app will flag bad addresses and ignore everyday users allowing users to know whether their token has a criminal past.

what are your thoughts on a mobile app that does this? Necessary?

So, what's the point of knowing if the coin has a criminal past? Money is money, you use it to pay for stuff and move on. When a coin used for paying for illegal or bad things comes to you, you're not gonna drop it and be like, "Ew, i don't like that one." Don't see the point of the app.
