I don't think he'll be banned for this, there are far worse trolls still roaming the forum.I believe there's a rule on the forum that anyone who sends you unnecessary, unsolicited PMs without your consent and/or expectation and if reported to admins, can get banned for doing so?
I really don't want to have a headache while watching my incoming messages being filled by unwanted messages out there that has nothing but highly non-sensical stuff in it.
