I don't think this will happen and nor should it.
If dickheads were banned from using technology, Thomas Edison and Henry Ford would never have been in business.
Restricting the code would restrict everyone. And second: who would decide who COULD use it? You can't get more centralised than that.
Not saying I like it, just saying you would initiate some highly undesirable developments.
