Did phase 2 of Pangaea started already? If yes is there still any chances of getting a key to get started? I am on the waitlist since phase 1 but still no joy.

Yes, started. And was already near end, but prolongated to 1 Oct. So, you have chance to participate.

I do not use Amazon services, so I don't know about charging. You can use any VDS/VPS with appropriate characteristics. It cost approx 5-10$/month.
