Buy whenever you want, whenever you find something you like. For example I found Bitcoin and a few other alts I really really like so I keep buying them whenever I have money to set aside. If the price drops I get more of it for my future. If the price increases I still get a little, cause you never know when the price booms sky high and you regret.
