My Coinbase account is telling me I'm unlimited and I didn't do anything other than ID and proof of address. I think I've put £10 through there in total so perhaps that changes rapidly when they figure out your behaviour patterns.
it's pretty strange actually. on coinbase.com my account doesn't explicitly say i have withdrawal limits. my "account levels" page says paypal withdrawals are limited to $25k/day and wire withdrawals are limited to $250k/wire. i really dunno how accurate this page is though. i have a feeling i can't just pull $250k out of my account with an expired ID and no proof of address.
on pro.coinbase.com my account page clearly shows a meter like this with a $10k withdrawal limit. when i've taken out like $6k or something it counts against the limit:
