The wp is heavily plagiarized. I don't think this exchange will achieve what they want. Seems that they have active trading already but I don't understand why they need more money here? ICO is not a thing anymore. So more than likely, they will not get their funds here. What will happen to this exchange if they can't get even the soft cap?
