I think the team did decide not to do an ICO and spent their own money to build the whole project, at some point they will need more money that´s the reason for premine. Alot of projects do ICO´s and still have more than 20% premine after the ICO. For me as Investor it is better to know that the WEB team will have money for further development as soon as this project gets successful. Do you have any other idea how they should fund the project?
