My suggestion was to have two chains verifying all transactions. 
The one we have today + another with a different hashing algorithm which favors generic cpus.

This way you'd need both a ton of gpus AND a huge botnet to attack the system.

As bitcoin grows large globally there would eventually be no government nor botnet in the world who could catch it.
