I don't think that IEO projects may be fraudulent or scam, scam projects always go into ICO, you can not run IEO with KYC.
I have seen IEO projects that ask participants for KYC, mostly all IEO projects do this, even ICO projects ask for KYC too and believe me this doesn't clear the fact that you won't get scammed because you submit your KYC details, IEO is only safer if they are from big exchanges so you can still get scammed if you join IEOs from low exchanges
