Yep... This paragraph of the rules has always existed, from the very beginning of the Telegram.
And it is very strange that they applied the same rule to wallets and the TON blockchain network.
It somehow does not fit well with the concepts of decentralization, do not you think?
They cannot block your address, they state multiple times within those very t.o.s. that they have no control over TON Network. It even goes that far that they refuse to operate any validator nodes, so that no one can blame them for "operating the net". What they can do is block your login to Telegram Messenger and / or Wallet software that is integrated into Telegram Messenger. No one can wipe your wallet on blockchain and your private key is local on your machine (hopefully)! You will always have access to your Grams from 3rd party software as long as you have your private key.
I would strongly advise to read the analyst document I linked here previously, they describe quite well history of Durov's and their motivation / mode operandi.
