The first thing I would check would be the fans.
that can be anywhere from several minutes and by some reports up to an hour. During tuning you get the "Connection refused" message and it goes away when tuning is done.
The S9k takes a lot longer than the other S9 versions (S9,S9i,S9j) but nothing more than 5 mins to start hashing, at least based on my experience.
