The long-awaited crypto token sale from the Russian messaging platform Telegram has hit a wall in the form of the US Securities and Exchange Commission. The regulator has filed an emergency action and received a restraining order for the $1.7 billion planned ICO.

I think they are just rejected on the US, but the token sale will still commence outside the US Citizen.  So I think the telegram token sale will continue for those who are not US citizen.

it has, but it wont face any trouble, telegram is a going truly decentralized soon
even those sec guys wont be able to stop it.
this is a fact, that world is not accepting centralized anymore, any decentralized service or product will have a bright future

Well, they have to face the charges and get out of it before saying that these SEC guys won't be able to stop them., and No, centralized are well accepted, government favors it especially when they have control over it.  Remember the reason of several ETF rejection?  The volume is too decentralized they cannot confirm the validity of the trade, so I think the government is looking for something centralized.
