Most ICOs from 2017-2018 never delivered on their promises because they were being ran by a bunch of assholes who didn't deliver squad... We need more regulation. Only then will ICOs get better imo.
I think so ICOs are dead if not then it will be. And because of those scammers investors don't show their interest on ICO project. In 2019 many good quality ICO projects came but because of lot of scam history those project didn't reach their minimum goal.
I don't think regulation will be work for ICO anymore. Upcoming projects launch their token sale in IEO. Because in this year IEO really shows why people should choose this format.
