I agree with you, after entering 2018 many projects were scam, bounty hunters didnt get their payment and many ICOs failed to raise funds. Now most projects turn to IEO but IEO does not guarantee success in raising funds because competition in IEO is as difficult as ICOHope cryptotalk will have some projects too.
