That depends on how much is raised which will dictate first how many are opened in the US first.  The advantage of Europe is that the countries and cities are closer so many more people can drive to have their dog treated.

For example it is over 2700 miles from NYC to LA.  Paris to Berlin is on 655 miles.  So we can build less clinics in Europe and still make is a viable drive for most Europeans.
