It wouldn't be a token. It will have its own blockchain and consensus method. It will reform to being a smart blockchain that provides interoperability of blockchains for decentralized transfers and payments. Saffron will be the currency for the ecosystem that is being built around it.
I'm not sure how far along you are in developing this, but it sounds similar to the Infiniti Protocol, which I believe is pretty far along in development but looking for someone else to take over and complete the job.
