Hello,
it seems you mixed the Blockchain Consensus (named PoW/PoC) and KYC element 'Proof of address'

Given many consensus protocols existing today, Stellar Consensus Protocol (SCP) based on federated Byzantine agreement stands out because of its well-thought-out design features and useful asymptotic properties. Like most of consensus protocols, it aims to facilitate decentralized control. In addition to this, SCP has very low latency, which means that operations are approved by masternodes within several seconds. Furthermore, due to its clever construction, SCP is designed to maintain flexible trust, meaning that each node does not have to trust all others, but only selected few and it is enough for all of them to reach consensus state. Finally, it is asymptotically secure against so-called 51% attacks if masternodes are configured properly. For the details, we refer to the original paper by Mazi`eres (2015).
