can someone higher up contact those that need to act and issue our refund and tokens.
Who are you referring to as higher up? The bitcointalk admin/mods or some high rank members here? Do not expect anyone here to contact hotbit or anyone on their team but it would be better if you can provide a strong proof that they are scamming you for refusing to refund.
I don't think they have an official ANN here also but there's one claim where they've been tagged as a scammer exchange . It's not related to maker fund though.
