Nope. you should never waste your time for only 5-10 cents a day, it doesn't worth the time and effort. It is better to join a signature campaign here on bitcointalk than going to some useless faucet site that is paying only 5 cents a day for clicking links.
He is probably talking about the lower ranked members. If your rank is low (Newbie, Jr.member.etc), then there are no signature campaigns here that will accept you. The only option left is to join the bounty campaigns. But the success rate for such campaigns have gone down (approx. 5% now) and even in the successful projects the payouts are very low (in the range of $5-$10). The best option is to improve the forum rank, but since the implementation of the merit requirement it has got really hard to rank up.
Such users may try this campaign, even if the payout is low (5 cents per day). But here, one of the possible issues can be the high threshold. The transaction fee is still quite high, and therefore it may not be viable for the faucet to process the payments if they are really small. So there is going to be a threshold, such as $2 or $5. And the big question is whether the user will agree to such thresholds or not. If the threshold is $5, then he needs to visit the site for 100 days before receiving the payment.
