I think that you need to improve "Mixing Strength Meter".
If I set Service Fee to minimum (1%) and delay to minimum (0 min) Mixing Strength Meter shows (
week/decent/strong/smart)
If I set Service Fee to 1,0031% (the lowest possible but higher than 1%) and delay to 7 min (the lowest possible but higher than 0 min) Mixing Strength Meter shows (week/decent/
strong/smart). I think that it's as week as first setup. What makes it so strong? Extra 0.0031% fee and 7 min delay (less than 1 bitcoin block)?

It is clear that you have knowledge in this topic, because you are right: Such low service fee and transfer delay is not advisable and not really strong. It is recommended to use higher service fees with random numbers after the comma (no even numbers). Also the transfer delay shall be set at several hours or at best, days.
We will fix the indicators for the Mixing Strength Meter to visualize a proper level of mixing strength.
