the lack of rules in establishing an ico makes it easy for criminals to make it and deceive investors, I think the rules of the forum or the support of various important parties must be done when running an ico is good enough to eliminate ico fraud

It is difficult to implement any strict rules, because a section of the users here oppose any sort of rules or regulations, claiming that the cryptocurrency market is decentralized and there should not be any central authority dictating the terms. They have their point as well. It is between the ICO promoter and the investor. It is the responsibility of an investor to make sure that a project is not fake, before investing in it. We can talk about several proposals, such as keeping the funds in escrow and such. But when the users are ready to make the investment even without these conditions, why should the ICO promoters bother?
