Since you halted the gambling project in your country due to legal reason, So you are selling your project to some individual or company who is willing to take and continue the project ?
Most probably a collaboration since he mentioned in the title he needs a "partner/s". most gambling law in a country has a loophole where
if the gambling site is based outside the country(offshore) the law of that country cannot be enforced even if the part-owner of the site is from
that country. that is why he is looking for a partner to bypass the law and continue his project
