Since you halted the gambling project in your country due to legal reason, So you are selling your project to some individual or company who is willing to take and continue the project ?
I think you are right about what op wanted to do. Since op's project is halted because of the gambling law so, the op will find a person/a company for the project to continue. If i'm in the situation myself, I would do the same so, that my project can be built. It is better to have a team/partner to manage a project.
Nope, he's not selling it since he was looking for a partner that's someone probably outside from his own country.
And btw, if you have an idea that would make you rich in the future, you really want to sell it because of the hindrance of your national law? I don't think you got the bigger picture of what OP wants to do.
