I think they enabled withdraw button before contract being unlocked just to see how many of bounty hunters are planning to dump their tokens.
So far (according to bounty pools on bitcointalk and bounty0x) it turns that bounty hunters has more tokens than investors
Bounty hunters on bitcointalk for the first round got 60kk tokens + unknown amount on bounty0x (which hasnt been distributed to https://tokensalemoozicore.levelo.me/ accounts). While they sold only 15kk+21kk+4kk tokens on IEO

from where did you see the total amount sold during the IEO? because i can't find any articles regarding the total sold during IEO/ICO
the total allocated for moozicore bounty on 2 rounds around 67M tokens with 60M tokens on bitcointalk adn 7m on bounty0x.
