There is no proof of capacity. There is though proof of address and proof of ID with photo before you can run a NOIA node. Anybody with a computer, big or small, can run a NOIA node. The rewards are fixed for certain criteria - additional rewards.
Do you mean that we need pass the KYC for run node? I think this is not good idea, as BTC was created like free currency. And all this KYC nowdays is contradicts the main idea of crypto
You have to understand, that from the viewpoint of law, airdrop is considered as an investment. NOIA is a business entity and if we want to build strong long-term business fundamentals, we must aim to be entirely compliant with law, which is why we ask our investors and node runners to pass KYC procedure.
